Turkey, South Korea, Italy and France operate with a 15–20-year timeframe. We call for the establishment of a 15-year National Shipbuilding Programme as best practice in the EU, with a National Coordinator (a Minister) modelled on the US Maritime Administrator. At present, responsibility for shipbuilding is shared across eight ministries.

PRIORITY AXIS 2: THE 70% AS A GUARANTEE FOR THE DEVELOPMENT OF THE SME ECOSYSTEM – 12,000 JOBS

We call for an explicit provision in the new Regulation replacing Directive 2009/81/EC:

«For reasons of national security, Member States may set a minimum level of domestic added value. For shipbuilding, Greece sets this at 70%.»

12,000 jobs across the country.

Over 200 SMEs mapped by EEN.

Certification by a Special Committee of the Ministry of National Defence, using a fair system that also takes commercial performance into account, so that state-subsidised shipyards are never allowed to emerge again.

AXIS 3: WHAT NEEDS TO CHANGE IN EUROPE – STRICT KPIs AND PRIME HELLENIC SHIPYARDS

For this to work, Europe must adapt.

We call on Europe to establish strict KPIs for industrial return, production and infrastructure development within the EDF and SAFE funding instruments. The role of a subcontractor is not enough. The programmes must be designed so that Greek shipyards can also take on the role of prime contractor. This means funding not only the purchase of the vessel – which may even result in production taking place in third countries – but also the infrastructure for the dry dock, the Syncrolift and the equipment, the full mobilisation of EIB loans for shipbuilding, and criteria that reward actual production in Europe.

EEN’S MAIN OBJECTIVE: In European shipbuilding, Greek shipyards should participate on an equal footing with their French, Italian and Spanish shipyards, undertaking a share of the shipbuilding work from the initial design right through to sea trials, not as sheet metal subcontractors, but as prime contractors for complete units (design, construction, support).

We support: an aid intensity for domestic suppliers and SMEs, a competition deviation rate inversely proportional to GDP, and interoperability as an independent negotiating point without publication.

AXIS 4: BEYOND THE HULL – MISSILES, COMBAT SYSTEMS & SPACE VEHICLES

The 70% is not made from sheet metal. It is part of the life cycle.

(a) Missiles & Shipborne Combat Systems: Co-production and MRO of missiles, anti-ship and anti-aircraft systems, CMS, 3D radar, EW, and engines/propulsion systems in Greece.

b) Sea-Launch Platforms: A unique capability of Greek shipyards in Europe. Dual-use for IRIS², responsive launch of military satellites and LNG FPUs. We are seeking recognition as critical dual-use infrastructure under SAFE/EDIP.

AXIS 5: GREECE AS THE SOUTHERN PILLAR OF EUROPEAN DEFENCE

Equal Standing in Europe: We call for the official recognition of Greece as the Southern Pillar of Europe’s shipbuilding autonomy. The national objective is to establish the country as a leading and equal power alongside France, Italy and Spain, and to secure a stable share of European defence shipbuilding contracts through integrated services (design, construction, support) – from the initial design stage right through to sea trials.

Special Recovery Fund 2027–2035: We call for the creation of an autonomous, specialised European fund for the Shipyard of the Future 2027–2035, with the aim of immediately closing the investment gap of previous decades. Funding for infrastructure, digitalisation, the green transition and skills. The current SAFE programme is failing – 60–70% is being channelled into the space sector, whilst the €15–17 billion in unallocated funds is being diverted away from shipbuilding. We are calling for a committed allocation of 25% from SAFE for shipbuilding/MRO/dual-use ports, and a special regime for countries guarding the EU’s external borders, equivalent to that of Ukraine (ReArm/SAFE).

AXIS 6: TRANSATLANTIC SHIPBUILDING PACT & GLOBAL MARKET SHARE (THE WEST VERSUS ASIA)

Joint Production Lines with the US: Signing of an intergovernmental agreement on shipbuilding cooperation (Transatlantic Shipbuilding Pact) with the US for joint production lines on major defence, commercial and energy projects.

Model: the ONEX–Hanwha Ocean agreement, available to the entire EEN ecosystem. This is Project TRIDENT.

Recovery of the 33% by World Shipbuilding: Through the Greece-Europe-US geostrategic partnership, the central objective is to reclaim the 33% share of the global shipbuilding market, thereby breaking the current Asian monopoly and safeguarding Western supply chains. A ship built in Greece is a European product and can be exported using European funds.

AXIS 7: FUNDING & FAIR COMPETITION

(a) Escape Clause: From 0.5% + 1.5% dual-use (€500 million by 2030) to 1.5% + 2.5%, due to NATO’s target of 5% of GDP expenditure. Shipbuilding infrastructure should be explicitly counted as dual-use.

(b) EIB: Full implementation of the landmark decision to finance defence, at no cost to the taxpayer. A binding business plan with a focus on exports.

(c) Competition: Measures to counteract the practice adopted by France and Germany (100% domestic, including subsystems) which nullifies Common Procurements. Imposition of a quota for the procurement of other integrated platforms or systems from other countries. A new type of Offset Benefits (OB) for procurements outside the EU. Equal rules for Ukraine.

The EEN is not asking for favours. It has a ready-made, costed plan.
